HR Specialist – Recruitment & Sourcing / Comp & Ben / Learning in Conakry

The keys to achieving this alignment are ensuring that the requisite skills within the HR community are available to support leaders at all levels and that leading HR practice is identified, adopted and deployed. This can be accomplished by making available scarce HR specialist skills and knowledge on a collective basis and within the context of Rio Tinto common leading practice HR systems.

To this end, regional People & Organizational Support Groups will be established to support business unit HR teams in that region and to work with Global Practice leaders within the Rio Tinto HR team to ensure adoption of global standards and practices & cost effective service delivery within the region.

Primary Purpose
Within the build-up, integration & go-live phases several roles will be opened to support the different activities within each stream. The HR specialist based in Conakry, Guinea, will therefore either support ONE HR stream manager in: Recruitment / Sourcing; Capability Development (Learning) OR Total Rewards; or fulfill a role cross streams, depending on the candidates experience & background.
Internal Client base is situated in Guinea, Cameron, Ghana (others tbc).

Accountabilities
Applicable for all:
• Act as main interface to the WestAfrican client base for the 3 streams, primarly based out of London & Paris
• Possible assignments: Become specialist within one stream, to work cross streams or moving from one stream to another
• Working during 2008/2009 on the One Rio Tinto HR organization set-up & roll-out, particularly of the below streams with the P&OS organization.

Recruitment stream
• Working with BU HR & hiring managers to understand their business context & needs
• Working with internal & external service providers & groups to promote the Rio Tinto brand on the external market
• Providing High quality Sourcing & Recruitment Services in alignment with the Rio Tinto Workforce Plan
• Promoting & encouraging the use of the global end-to-end recruitment tools, process & guidelines
• Working with the different parts of the P&OS organization to ensure & promote team consistency & collaboration

Capability development
• Develop learning and development initiatives with BU aligned with global models.
• Support global practice initiatives for the region
• Provide support to BU to source professional leadership and employee development across the region
• Develop curriculum for professional, leadership training programs to be delivered across region • Identify opportunities to rationalize service providers within the region
• Design regionally applicable learning and development material

Total Rewards
• Use global, regional and local systems, standards, solutions in line with global policies/standards

• Prepare remuneration packages and contract content for employees band F and below
• Conduct market research/competitive analyses to determine RT’s competitive positioning in the EMEA region
• Provide support within the EMEA region to develop solutions where appropriate
• Provide support and assistance to the Global Practice Leader on projects and initiatives as requested.
• Develop professional support with BU HR within the region.
• Implement training and communication programs in EMEA for managers and staff

Key relationships
The HR specialist will :
• Be a part of a team of HR specialists
• Develop strong, collaborative relationships with Business Unit HR team members across the Region.
• Be in liaison with RTSS (Rio Tinto Shared Services), IS&T, RT Procurement and other shared resource groups
(if applicable : be a key contact for external vendors, candidates & networks)

Key focus for internal and external matters related to HR service delivery.
Must demonstrate capability to understand HR processes, build credibility with all P&OS clients and P&OS process streams.


Education & Qualifications
College/University Education:
B.S. in Business or HR related field

Relevant experience
Graduate with 3 to 5 years experience early career professional specialising HR in large, complex, international organizations.
French & English is necessary (additional languages a plus)
The cultural awareness of the West African market is essential.
